2 women shot, killed in Orlando

Deputies charged 20-year-old Radrick Francois with two counts of first-degree murder with a firearm.

The victims were identified as 39-year-old Tanishia Starr and her daughter, 20-year-old Tanga Owens.

Detectives say Francois was in a custody battle with Owens and previously threatened to kill her.

He made his first appearance in court Saturday on charges of first-degree murder.

Witnesses told detectives the shooting happened while they were inside the car at their child custody drop-off and pick-up location.

"I was just taken aback," Robert Reed, who lives in the area, said. "You know, I mean, it was a shock when I realized it was this place, you know. Because it's not what I would expect to happen in the area. It's not what I would expect to happen in this particular complex."

Reed has lived in the area near London Crest Drive for years. He says it's not a part of town that worries about a lot of crime.

"This area is pretty safe," Reed said. "People out walking early in the morning, late at night with no fear. Because we don't normally have to worry about certain types of activities taking place."

The shooting happened on Friday around 11:30 a.m., on London Crest Drive at the Lake Sherwood Apartments.

After the shooting, investigators say Francois grabbed the 2-year-old daughter he shares with Owens and left.

Owens' 8-month-old son was also in the car at the time. Neither of whom was hurt.

According to the arrest affidavit, Francois confessed to the shooting and claimed he shot at Owens in self-defense and then accidentally shot Owens' mother.

It's a tragic situation, but Reed says it's a relief that deputies found who they believe to be responsible.

"Closure," Reed said. "Because people who are not accustomed to that, that's fear. But then, when they found out that they had a suspect and they knew who he was and they took him into custody, people relax. People breathe easier."

Francois is being held on no bond.
